2026 - 2030 Strategic Plan
After eight years of placing exceptional talent inside of state and local government, we’re broadening our work to help governments build the teams to deliver on what matters most to people.
We watched talented public servants walk into systems that weren't built to support them, and we saw what happened: they burned out, moved on, or couldn't get traction on the problems they were there to solve.
We learned that developing great leaders isn't enough if the structures around them undermine their work. That's why we're expanding our work to help governments build the teams and systems needed to turn bold ideas into results for communities.
Our Mission, Evolved
Our Big Idea
GFA will go deep in five states and four policy areas — affordable housing, good jobs, quality education, and accessible healthcare — where leaders are ready to tackle big priorities and need stronger talent systems to deliver results. In each of these states, we will combine three approaches:
1. Develop Leaders
We will connect exceptional leaders to the jobs that matter and support them to drive results.
2. Transform Systems
We will partner with government leaders to redesign the systems that recruit and grow talent so agencies can better execute their goals.
3. Share Knowledge
We will build a national network to spread solutions so governments don't have to start from scratch.
This Work In Practice
Partner with a bold leader and identify where talent capacity is preventing them from accomplishing their goals.
Bring in the right partners to support service delivery, and ensure states and cities have the people to turn ideas into results.
Capture what works and create tools to help other states and cities adapt and scale successful approaches.
GFA is the home base for public servants who believe government can do more and the partner governments turn to when they’re ready to build teams that deliver.
